Recently promoted grade one Magistrate, Musa Semwogerere, has found himself on the wrong side of the law he was appointed to uphold. The legal officer was apprehended while impersonating his girlfriend during law exams at the Law Development Centre (LDC) in Lira, Uganda.
Local media outlets reported that Semwogerere, also known affectionately as Mukisa Anthony, was promoted to his position by the Judicial Service Commission merely two weeks prior to the incident. He was caught in the act on Friday, July 28, 2023, while attempting to write exams on behalf of his girlfriend, Irene Mutonyi.
Semwogerere is currently facing two charges of forgery and has been incarcerated pending a court hearing on August 3. Images of him dressed in women’s clothing, complete with braided hair, have led to widespread online reactions.
Frank Nigel Othembi, the Director of LDC, clarified that Semwogerere’s actions are a breach of Section 351 and 381 of the Penal Code Act, pertaining to forgery and impersonation, respectively. Othembi stated, “We alerted the police, and he has been charged and remanded in prison until August 3, 2023. We are committed to seeing this case through to its conclusion, including the prosecution of all involved parties.”
Othembi also ensured that the LDC, which is presently conducting final exams at its three campuses in Kampala, Lira, and Mbarara, maintains a strict policy against exam malpractice.
In a separate statement, the Judiciary confirmed Semwogerere’s recent appointment as a grade one magistrate but has indicated that he will be stripped of his position in light of the incident.
